The Standards of the Facilities of Compressed Natural Gas Stations - Part 5

B. Mother stations (station which receives and compresses natural gas supplied via pipelines and fills the high pressure gas tank loaded in a wheeled vehicle for transportation).

(1) Mother stations shall have mobile filling vehicles (wheeled vehicles with high pressure gas tank for transportation, same hereinafter).
(2) Dispensers shall be separated by at least 8 meters unless protective wall is provided between them.
(3) Mother stations shall have sufficient parking area that can accommodate the mobile filling vehicles as many as the number of dispensers plus one.
(4) Other requirements than those specified in Items (1) through (3) shall be in compliance with Items (1) through (24) in Section A.

C. Daughter stations (stations which fill motor vehicles with the compressed natural gas supplied by mobile filling vehicles).

(1) Safety distance to facilities to be protected(a) At least 10 meters of safety distance shall be maintained from the outer surfaces of the mobile filling vehicles and dispensers to the boundary of the premises. (For the facilities installed in bus parking areas, the boundary shall be the boundary of the parking area. If the premises are bordered by sea, lake, river, road, forest, or farmland, the opposite end of such areas shall be the boundary except when the forest or farmland is changed to residential zone.) However, the safety distance specified here may be reduced to half when a fire retardant board is installed on the exterior of the mobile filling vehicles or dispensers are provided with protective walls.(b) Mobile filling vehicles and dispensers which have facilities to be protected (excluding the facilities to be protected within the premises and exclusive industrial zones) within 30 meters distance shall beprovided with protective walls around the mobile filling vehicles in compliance with the standards defined and notified by MOCIE.(c) Notwithstanding the specification in Item (a) above, dispensers shall be located at least 5 meters (or 2.5 meters when a protective wall is installed) from the perimeter of a road as defined in the Road Act.(d) Mobile filling vehicles and dispensers shall be separated from a railroad by at least 15 meters.(2) The maximum number of mobile filling vehicles in a station cannot exceed 3. Sufficient parking area shall be secured for all the mobile filling vehicles(3) The length of vessels on mobile filling vehicles shall be less than 8.5 meters, and their total number cannot exceed 10.

A. Stationary filling stations for motor vehicles (facilities that fill motor vehicles with natural gas supplied via pipeline or tank lorry that is compressed in the facilities (Continued).

18. Emergency beakaway

(a) An emergency beakaway shall be installed on the ground or support to cut off gas flow in case that a vehicle moves while a filling hose is in connection.

(b) An emergency breakaway shall be provided to each dispenser.

(c) An emergency breakaway shall be separated by horizontally pulling force less than 666.4N (68 kg f).

(d) A 90° rotating manual valve shall be provided between the emergency beakaway and the dispenser where a dispenser operator can  easily access to the valve.

19. Gas detection devices


(a) Gas detection devices shall be so constructed as to detect gas leak, trigger alarm sound, and cut off gas flow path automatically.
(b) The concentration shall be set below 1.25% at which emergency shutdown signal is generated.

(c) Gas detection devices shall be installed at the following places:

      ① Near compressor package,

      ② Near storages,

      ③ Inside the individual dispenser, and

      ④ Near the pipe joints (excluding weld joints) in closed pits.

(d) The number of installed gas detection devices shall be not less than that specified  below:

      ① More than one around the compressor package or inside dispenser,
      ② Two around the storage, and
      ③ One for every pipe joint within 10 meters from it.

20. Explosion-proof construction of electrical devices


The electrical devices installed and used in filling facilities shall have explosion-proof construction in compliance with the Notification of MOCIE.

21. Static electricity removal

Filling facilities shall be provided with static electricity removing devices in compliance with the Notification of MOCIE.

22. Uninterrupted power supply systems (UPS)

UPS shall be provided to prevent the loss of the functionalities of filling facilities by power supply failure, in compliance with the Notification of MOCIE.

23. Dispensers

(a) Dispensers shall be fixed on the ground.

(b) Dispensers shall be provided with automatic gas flow cut-off devices activated when the pressure in the compressed natural gas tank of a CNG vehicle being filled reaches the maximum allowable filling pressure.

24. Communication equipment, standard pressure gauge, fire extinguisher, etc.

(a) Gas filling stations shall be equipped with communication equipment for emergency report, suitable for the scale and construction of the station.
(b) Gas filling stations shall have more than 2 standard pressure gauges.

(c) Fire extinguishers of Class 20-B:C or above shall be provided around filling facilities.

(d) The windows of the gas station buildings shall be glazed with wired glass or safety glass.

A. Stationary filling stations for motor vehicles (facilities that fill motor vehicles with natural gas supplied via pipeline or tank lorry that is compressed in the facilities (Continued).

12.  Safety devices

(a) Buffer tanks, compressor packages, and the outlet of each stage of the compressor package and storages shall be equipped with pressure relief devices (hereinafter, “safety devices”) such as safety relief valves or relief valves to prevent excessive pressure rise.
(b) The safety devices shall be in compliance with the Korean Industrial Standard (KS) or other applicable standards.
(c) The discharge rates of the safety devices shall be higher than those required by the facilities at which those devices are installed. The minimum discharge rates shall be decided and notified by MOCIE.
(d) The set pressure of the safety device shall not exceed the maximum allowable pressure or design pressure of the equipment.
(e) The safety devices of buffer tanks, compressor packages, and storages shall be equipped with vertical vent pipes whose height is at least 5 meters and capped to prevent rainwater. However, the height of buffer tank vent pipes shall be the higher of 5 meters above the ground and 2 meters above the top of the buffer tanks.

13. Regulators

(a) Connectors and pressure chambers of regulators shall be designed with safety factors greater than 4.
(b) In order to prevent damage of regulators, the low pressure chamber shall be equipped with a safety device, or designed with strength to withstand the operating pressure (the pressure measured with the equipment completely filled with gas whose temperature is 21, same hereinafter) of the inlet-side pressure chamber.
(c) Regulators shall be installed at positions protected from freezing of rainwater, snow, or sleet, or appropriately protected to maintain operability.

14. Pressure gauges

(a) Pressure indicators shall be installed on the compressors, storages and dispensers to indicate the discharge pressure, storage pressure, and filling pressure, respectively.
(b) Pressure indicators shall be able to indicate at least 150% of the design pressure of the respective equipment.

15. Pipelines, etc.

(a) The materials of pipelines (inclusive of valves, same hereinafter), tubes, fittings, gaskets, and packings shall be suitable for natural gas. The design temperature of those installed at the downstream of the compressor package shall be 40 or lower below zero.
(b) Pipelines, tubes, fittings, and other elements shall be designed with safety factor greater than 4.
(c) Pipelines shall be in compliance with KS or other applicable standards.
(d) Strainers, buffer devices, and expansion joints shall be marked with pressure rating.
(e) Hoses shall not be used for the purposes or installed in the places other than the following;
       Motor vehicle injection (hose length less than 8 meters),
       Connectors at the inlet to compressor package,
      The pipeline less than 1m in length that requires flexibility. pipeline.
(f) Hoses (including metal hoses) used for dispensers shall be resistant to the erosion due to the flow of natural gas
(g) Gas injectors shall be of a construction that can shut off gas flow when not properly connected.
(h) Pipelines and hoses shall be installed and restrained considering expansion, contraction, shock and vibration.
(i) Pipes, in principle, shall be weld jointed. Pipelines buried underground shall not be screw jointed.
(j) The connecting section between storage equipment shall be assembled to minimize vibration.
(k) Do not bend any pipe or hose whose strength may be reduced due to bending.
(l) The standards for the installation of pipeline in addition to the above (a) through (k) shall be in compliance with Section1 (H) of Table 5 in the Appendix.

16. Sealing capacity of pipelines, etc.

Air leak test shall be performed for the piping system including pipes, tubes, hoses and fittings after installation by applying test pressure higher than normal operating pressure.

17. Manual valve and emergency shutdown device

(a) Manual valves shall be installed on the storages.
(b) Check valves shall be installed on the inlet line of storages to prevent gas from being discharged from the storage when a pipeline or hose is damaged.
(c) A manual valve shall be installed after the check valve described in Item (b) above.
(d) A manually operated emergency shutdown device shall be installed near or 5 meters away from dispensers. When emergency shutdown device is operated, the gas and power supply to compressor and dispensers shall be cut off automatically.
(e) When the emergency shutdown devices have been activated or power has been cut-off, the compressor package shall be automatically stopped. Once stopped, compressor package shall be operated only when it is operated or readjusted manually.
(f) An automatic valve shall be provided at the inlet of a compressor to shut off gas supply to the compressor in any one of the following cases:
      When the emergency shutdown device has been activated,
      Power supply failure,
      Power supply to compressor has been cut off, or
      When the pressure at the compressor inlet has dropped below the set pressure.
(g) A valve that can be closed automatically in any one of the following cases shall be provided between storages and dispensers;
      When power supply to a dispenser has been cut off, or
      When the emergency shutdown device of a dispenser was activated.

A. Stationary filling stations for motor vehicles (facilities that fill motor vehicles with natural gas supplied via pipeline or tank lorry that is compressed in the facilities (Continued).

3. Protective walls

  Protective walls shall be provided between compressors and dispensers, and storages and dispensers. Provided, however, that such protective walls are exempted in case that the protective walls are provided in compliance with Item (1)(a).

4. Boundary signs and boundary fences

  The stations, compressor packages, and storages shall be provided with boundary signs and fences in compliance with the Notification of MOCIE. Provided, however, that the boundary fences of the compressor package and storages which are provided with the protective walls in compliance with Item (1)(a) or installed within closed structures may be exempted.

5. Installation of storages, and etc.

   (a) All the valves and piping components of storages shall have at least 1 meter of free space for safe operation, unless the storage is installed in a closed structure which has an access door or window for maintenance purposes.
   (b) Compressor packages and storages shall be installed in structures which are insulated with noncombustible material, unless the protective wall is provided in compliance with above Item (1)(a) above.
  (c) Compressor packages and storages shall be sufficiently ventilated (the total sum of the effective vent area of the vents shall be at least 300cm2 per 1m2 of the floor area). If sufficient vent area cannot be obtained, a mechanical ventilation system whose ventilating capacity is at least 0.5m2 per minute per 1m2 of floor area shall be provided.

6. Use of certified products; such as vessels

   The storages installed and used for dispensers shall have passed inspection in compliance with Article 17 of the Act.

7. Corrosion-proof painting

   Outer surfaces of storages shall be coated with corrosion-proof paint.

8. Materials for gas facilities

  Compressor packages, storages, and dispensers shall be made of appropriate materials in accordance with the conditions of use.

9. Protective measures for compressor package, etc.

   (a) Compressor packages and storages shall not hinder the movement of vehicles in and out of the station, and be protected from the impact of such vehicle operation, unless they are protected with the protective walls in compliance with Item (1)(a) above.  
   (b) The gas pipelines (exclusive of gas meters and main valves) in the stations shall be installed in the manner that they are not affected by the vehicles coming in and going out of the stations, in compliance with the Notice of MOCIE. In such case, the pipeline between the main valve and compressor package may be installed in a pit.
   (c) Dispensers shall be protected from vehicles by reinforced concrete structures whose height is at least 30cm and thickness is at least 12cm, or a structure having equivalent or better strength.
   (d) Dispensers shall be protected from the unexpected movement of vehicles.

10. Foundation of gas facilities

  Storages and their auxiliary parts shall be installed on rigid reinforced concrete foundation in compliance with the Notice of MOCIE.

 11. Compressor packages

  (a) Compressor packages shall be equipped with buffer tanks or equivalent thereof to prevent pressure surge at the suction from being transmitted to the gas pipeline. In this case, the capacities of the accumulators shall be sufficient so that the pressure of the gas returning from the nozzle, etc., does not reach the opening pressures of the safety relief devices of the tanks.
   (b) The inlet of the compressor package shall be equipped with a device that prevents air suction.
  (c) Compressor packages shall be equipped with the devices which automatically stop pressure regulators and compressors when the pressure at inlets or outlets reaches preset value.
  (d) Compressor packages shall be equipped with the devices which automatically stop the compressor package when the discharge temperature of the compressor package reaches preset value.
    (e) Compressor packages shall be equipped with check valves in their inlet lines. 
   (f) Compressor packages shall be equipped with oil separators and filters in their outlet lines. However, the oil separator may be exempted when it is not necessary like lubricant-free compressors.

A. Stationary filling stations for motor vehicles (facilities that fill motor vehicles with natural gas supplied via pipeline or tank lorry that is compressed in the facilities.

1. Safety distance to facilities to be protected


(a) At least 10 meters of safety distance shall be maintained from the outer surfaces of the compressor package (exclusive of dispenser, same throughout this Table), compressed gas facilities (ground storages for the compressed gas from said compressor package, same hereinafter) and dispensers to the boundary of the premises. (For the facilities installed in bus parking areas, the boundary shall be the perimeter of the parking area. If the premises are bordered by sea, lake, river, or road, the opposite end of the sea, lake, river, or road shall be the boundary.) However, the safety distance can be reduced to as short as 5 meters when the compressor package and storage are surrounded with protective walls (limited to reinforced concrete structure only, same throughout (1)). 
(b) Compressor packages and storages which have facilities to be protected (excluding the facilities to be protected within the premises and exclusive industrial zones) within 30 meters distance shall be provided with protective walls in compliance with the standards defined and notified by the Minister of Commerce, Industry and Energy (MOCIE).
(c) Notwithstanding the requirement in Item (a) above, dispensers shall be located at least 5 meters from the perimeter of a road as defined in the Road Act.
(d) Compressor packages, storages, and dispensers shall be at least 30 meters away from railroads.

2. Distance to fire sources


(a) Compressor packages, storages, and dispensers, in principle, shall be installed on the ground and away from high voltage lines (higher than 750V for DC, higher than 600V for AC) by at least 5 meters in horizontal distance and away from low voltage lines (750V or lower for DC, 600V or lower for AC) by at least 1 meter in horizontal distance.

(b) Compressor packages, storages, and dispensers shall have at least 8 meters of distance from their outer surfaces to fire sources (exclusive of those included in the facilities).
(c) Compressor packages, storages, and dispensers shall be at least 8 meters away from storage of inflammable and combustible materials.
